A user with an existing PIN can log in and reset his/her PIN.

I'll make a view that lets you change your PIN if you know it.

For resetting a forgotten PIN I'll need the userflow from bug 797947 to fully build this. In the mean time I'll just setup a view that emails the user with a link that lets them input a new PIN the overrides the old one. (Not sure if we want to challenge them more with questions and such before emailing, hence needing the userflow)

Making this just change, will make another ticket for reset forgotten since they are separate views and separate flows. This still depends on bug 797947 to be finalized but I'll have the views and a front end existing so we can move on while we wait for design and the final user flow.
