Currently tp manifest is hardcoded inside of talos, to a path that doesn't exist.

When the webroot != talos root, and we extract the pageset inside of webroot, the tp manifest doesn't exist at the hardcoded location.

Could we add a --tpmanifest option to override this assumption?
there is not a real need for this anymore.
