How about this... Can you set it up so that if a new user gets and account, or goes to send their first bug that a prompt telling them to read the info at the following links pops up? http://www.mozilla.org/quality/bug-writing-guidelines.html http://www.mozilla.org/quality/most-frequent-bugs/

I ought to fix this by making a new param which is the mail to use when sending a password, and then let the maintainer set that mail to include this kind of text.
Adding the new param is the subject of bug 24802 "text of "here's your password" email can't be edited in tweakparams", FIXED. Actually adding a message to the password mail is the subject of bug 28371, "first time bug filers should get a welcome message encouraging more participation". Unless a message is really wanted after the first bug is filed as well, this bug can probably be closed out.

Suggested replacement text, to be inserted at lines 273-282 of defparams.cgi on bugzilla.mozilla.org (you then have to rerun it, I think): To: %mailaddress% Subject: Bugzilla Account Information In order to log into Bugzilla, you can use the following: E-mail address: %login% Password: %password% To change your password, go to: %urlbase%userprefs.cgi Before submitting bugs, please read the following URLs: http://www.mozilla.org/quality/bug-writing-guidelines.html http://www.mozilla.org/quality/most-frequent-bugs/ Also, please consider using Bugzilla Helper to submit bugs: http://www.mozilla.org/quality/help/bug-form.html.
Keywords: patch
I'd suggest making the change Gerv proposes, and also adding a few very short paragraphs for those who *won't* go to the URLs cited. The following is meant to cover the essentials concisely... reword any way that improves it: +To: %mailaddress% +Subject: mozilla.org Bugzilla Account Information + +In order to log into Bugzilla, you can use the following: + + E-mail address: %login% + Password: %password% + + To change your password, go to: + %urlbase%userprefs.cgi + +Before submitting bugs, please read the following URLs: +http://www.mozilla.org/quality/bug-writing-guidelines.html +http://www.mozilla.org/quality/most-frequent-bugs/ + +Also, please consider using Bugzilla Helper to submit bugs: +http://www.mozilla.org/quality/help/bug-form.html. + +Bug reports hsould be specific and reproducible. + + Specific: please report only one bug per report, and clearly + describe what the problem is. + + Reproducible: please make sure that you can reproduce the bug, + and provide step-by-step directions so that a software engineer + can reproduce it too. + +In addition, always describe both the results you expected and +the results that actually happened, and state the milestone +release or the build that you fond the bug with. + +We want the bugs you report to result in bug fixes; please help +by making your reports as clear as possible. All of that is paraphrased reasonably concisely from http://www.mozilla.org/quality/bug-writing-guidelines.html; go ahead and tighten it up further if it will help. The entire message, including a reasonable nuber of headers, should ideally fit on one sheet of paper and also require no more than one pagedown to read onscreen with the average MUA, so there's probably not room for much more. Changing the summary from "Popup Window when new Bugzilla Account files a first bug" to "Message pointing to bug writing resources with passwd mailout" to reflect this proposal for the reasons given by Terry in bug 28371 and above.
Summary: Popup Window when new Bugzilla Account files a first bug → Message pointing to bug writing resources with passwd mailout
Ack! Obviously the line reading +Bug reports hsould be specific and reproducible. hshould read as +Bug reports should be specific and reproducible. and... +We want the bugs you report to result in bug fixes; please help should read as +We want your bug reports to result in bug fixes; please help
The attachment adds a short paragraph to address the concern of bug 28371, testcase minimization, and should still fit easily on one page. Its contents would replace lines of 273-282 of defparams.cgi on bugzilla.mozilla.org.
Reassigning to Asa, as he probably has a better perspective than I on this issue.

Setting QA contact to asa, since he will verify.

Asa, one final thing. Should have thought of this earlier, but after asking new potential contributors to stop, read, and think before filing a bug report, it would be appropriate to say "Thank you" as well as "please", for their efforts. Not sure how to word it, but one line added to the end, containing those two words, couldn't hurt.
Asa asked me to add: I've recieved the email and it now contains information about bug writing and reporting which is great. One suggestion - This information needs to be at the top of the email, with the username, password stuff below so that the person receiving the email is forced to atleast skip this information, and hopefully will actually read it before taking further action. I was in a ruch and didn't even notice the stuff at the bottom until Asa asked me to check that this stuff was happening. mintSlice
OK, the changes are there. Verifying this bug.
