The imagelib settings for the metro browser and desktop browser should be the same. Also the download manager should have the same add to recent docs setting as desktop.

I think the old metro settings are more reserved for low resources. Like the decode on draw true setting only decodes images enough to know what their width and height are at first. And then redecodes them again after.
