I have upgraded from 2.10 to 2.12 internally but I am getting an e-mail every
time I change a bug.  I am the reporter and the owner and the QA contact is NULL
(useqacontact is on).  I have new emailtech set on for my user.

Visit the email preference pages, and see if you have the box checked for "don't 
email me about bugs that I change".  I'd bet you don't have it checkmarked.

Doh!  I read that as "email me bugs that I change".
