This bug covers:

* Create a new base template for mobile based on the mockups in bug 785813
* normalize css, default fonts, colors, etc
* Styles the top bar, including:
** the menu link at the right
** the page title
** the back button/ling at the left.
* Styles and any scripts required for the "slide in" menu (https://bug785813.bugzilla.mozilla.org/attachment.cgi?id=656336)
* Styles for a basic list page (shouldn't be much at all. borders, padding and not sure what else).

I think that would be a great start to build the pages on.
There is quite a bit here. This is at least a 3pt, feel free to break out new bugs if it makes sense.
