The theme submission doesn't appear to be saving the top and bottom image files somewhere accessible, or at least isn't linking to the outside version of the server.

E.g. After submitting a sample theme,
https://marketplace-dev.allizom.org/theme/bophutbeach1/ 
includes http://dev2.addons.phx1.mozilla.com/img/uploads/personas/388169/preview.jpg 
which isn't accessible outside of a VPN (and within it 404's).

So either the submission isn't saving correctly, or the listing and review queues are broken.
