I believe this is a core issue as it happens in Fennec.

## Environment :
* Otoro phone, Gaia build 2012-07-16
* Gaia commit: 0d3ee74b02bc01f88e14e5c9f068fff91d4bda01
* Gecko commit : 422ac3fb4ea6550c3ed55f29e8fac6f43d13c682

## Repro :
1. place in a T-mobile sim card that can dial but does not have a data plan
2. using fennec or b2g browser try to navigate to www.yahoo.com

## Expected :
* a redirect to http://u.web2go.com/upsell/upsell.do?url=http://www.yahoo.com/ with a button that allows for paying as you go

## Actual :
* Bad Request error.

## Note :
1. Tested out on Galaxy Nexus as well as B2G phone, also used opera shows a different page.

Note: browser works fine with a SIM card that does have a data plan.
