## Environment :
* Otoro phone, Gaia build 2012-07-17
* Gaia commit: 66846c0afc8e0521dc072bc8b01e766e47078867
* Gecko commit : 422ac3fb4ea6550c3ed55f29e8fac6f43d13c682

## Repro :
1. launch browser app
2. goto etherpad.mozilla.com
3. create a new pad
4. hit return a bunch of times enough to get the scroll bar going and then type a few characters.
5. try to pan up in the pad

## Expected :
* pad pans

## Actual :
* pad does not pan

## Note :
* panning works fine outside the iframe.

Hmm, it doesn't look like this applies for all iframes so there must be something special about this one, maybe related to #2311

It would be really helpful if you could figure out what exactly it is that's failing and reduce it down to a test case.
