If you run Contacts OOP, and click in a phone number field, then you get the alpha keyboard.
If you run Contacts non-OOP and click in the a phone number fields, then you get the numeric keyboard.

I see the same behaviour in the UI Test when its run OOP.

I think it means 'Out-Of-Process".
Please refer to #2596

However, I have no idea of the details, like how to switch to OOP.

OOP does in fact mean Out Of Process. The ability to make an app run OOP is controlled by whether or not its on the outOfProcessWhitelist. See apps/system/js/windows/window_manager.js around line 340
