I'm seeing the same thing on Otoro and Akami. I think according to #2763 and #2776 there should be a distinct "Emergency only (No Network)" icon. But to me it just looks like the plain old "average signal" bars.

i can still see this happening on 1/1/2013 builds.  it also happens if you do have a SIM Card installed, but no active carrier connection running.
