## Build

* Device: Otoro
* Gaia: fba1615ca8a4b39278dcaf239c15888ab2dbfb81
* Mozilla Central: e5f5dc9d14f54bdf6cc6fc0a45309f79836bee0d

## Steps

1. Install a packaged app with HTML content A in a zip file
2. Launch it to see HTML content A
3. Update the packaged app with HTML content B in a zip file
4. Reinstall the packaged app
5. Launch the packaged app

## Expected

The packaged app on the 2nd launch should utilize the HTML content B in the 2nd package created.

## Actual

The packaged app on the 2nd launch utilized the HTML content A in the 1st package created.

Does this still repro?  I'm assuming not but then we should close this.

It's no longer valid. We no longer allow reinstalls for packaged apps.
