STR:

1. Change the locale to non-English locale
2. Reboot

Expected:

1. Lock Screen and status bar in non-English

Actual:

1. Lock Screen and statusbar stays in English

Note:

`l10n.js` rely on `navigator.language` to know the current language, which is only being updated in `chrome/content/settings.js` on Gecko side during boot. This is a race condition I guess.
