[GitHub issue by mrbkap on 2012-08-28T15:54:32Z, https://github.com/mozilla-b2g/gaia/issues/4023] I mentioned this to @fabi1cazenave last night. Right now, when getNetworks fails in the settings page, it only restarts a scan if autoScan is enabled. I think it should reschedule the scan no matter what in that case. This was purely a Gaia issue and has already been fixed.

I don't know of a reliable way of causing scans to fail. Kaze, does your mock API support that?
