796581 - Need ability to set a custom pref in phone settings for dogfooding program

When we deploy the phones to the dogfooding program participants in the next couple of weeks we will need to set a config preference on the phone itself, that is a unique ID, and that can be:

* Sent with crash report information (along with Build ID)
* Sent with update pings
* Sent with a B2G app on the phone that people will use to send us feedback (along with Build ID)

If this is already possible to be set, then please let me know the steps required to set it. Otherwise it would be great if this was just a field in the phone settings and we can explain to IT how to set it when deploying a dogfooding device.

The ability to set this pref and use this pref is something that should be easily disabled for the final deliverables as it is only for dogfooding.
