I realize we may be limited in placement options, but the settings icon in the header is much too prominent.   The two import options will serve limited value after the first imports and just clutters the interface with controls the user may never use again.

Casey I can see your point, however having an entry point to add content (in this case contacts) in context is more comfortable and convenient for the end user than moving it elsewhere irrespective if how frequently the functionality is used.

i personally have always advocated having a single CTA under which is listed all the 'add contact' options (add individual contact, import from x, import from y, etc etc). This IMO would clean up the interface and be more comfortable in the long term usage scenario that you describe. However there seems to be no appetite to do this and instead a desire to have two separate CTAs: 1) add individual contact, 2) import contacts. This is my understanding of why this has been specified.

Nevertheless the CTAs in the header (be there one or two) are not interfering with the end user's zone of focus (which is the contact list itself) and therefore have an insignificant impact on the users experience when interacting with the list. So in view of that i am not really seeing a UX problem here. 

Maybe visual design could review the icon treatment in relation to visual hierarchy, but i will leave that for steve @authoritaire to decide.

Just an opinion. I think you are confusing Settings with its import functionality. Settings is not only used for import, there's one other option "Order by last name". In future additional options could be added under Settings. So it makes sense to make it prominent in header.

Settings are pretty important these days, and we've added a lot there. Feel free to comment if you have a proposal in mind - though we would do well to update all of building blocks, and not a single app-by-app case.
