The CTR dipped a few percent after we rolled out text_phrase queries.

We want to remove text_phrase queries from the search for a week. This gives us the chance to watch CTR and see if it bounces back which might indicate that the text_phrase query as implemented is detrimental to search usefulness.

This bug is for nixing text_phrase queries today. In a week (next Tuesday), we'll check CTR and see what the deal is and re-add text_phrase queries because we really do want them. If it's detrimental, we can figure out how we want to tweak it.
