postgres bash_profile and removing pg from sudoers on socorro01.dev

What's in there:
* Adding a reasonable $PS1
* Adding the path to the current postgres binary

It seems like the .bash_profile is not currently under puppet control on tp-socorro01-master01 or tp-socorro01-master02.

Also, I'm curious why the postgres needs sudo on socorro01.dev... Maybe this is a typo? But *I* would like sudo on socorro01.dev :D
added sdeckelmann to sudoers for socorro1.dev.dmz.phx1 and removed postgres

I think trunk/files/users is deprecated. Instead I added a file resource to the postgres2 module. (We should look at deprecating the postgres module in favor of the postgres2 module)
