While this seems trivial we would need to hide the real inputs -> parse value -> display or 24 hour time over top.
What format are we using and what format should we be using for Brazil?
We display the raw value of input[type="time"] (http://www.w3.org/TR/html-markup/input.time.html).

Which is more-or-less a decent 24 hour time display (which is what is used in Brazil).
