79838 - Can't resize the folder/messages panel

When the selected layout is folders/message list on top, and message in the
bottom, you can't resize the distance between folders and messagelist, it's
fixed on the middle.

Go to Edit->Preferences->Mail and Newsgroups->General Settings. Choose the
second layout. Now open Tasks->Mail.

This was detect since 0.81+, but I never bothered because I thought it was going
to be fixed on the next milestone. It wasn't, and it's a big miss. NS4.77 allows
this resize, Moz 0.8 allowed, so I can't understand why this was taken away.

This appears to be a dupe of bug# 78790.

it's not a dupe of bug 78790 because this bug indicates that it doesn't even 
move.  bug 78790 complains about the splitter "bouncing" back to a default.

However, I tested this with a more recent build and it works under win98 and 
nt40.

Thanks for the clarification. I should have read the original description more
