coulda sworn there was a bug for this already, but couldn't find it after
several queries... anyhow, you cannot edit the "Description of type" field for a
helper app/mime type after creating it. ie, the only time you can is when it is
created. since we allow editing of the some other fields, we should enable this
one.

see also bug 51395, where extensions aren't editable after creation.
