Please throttle updates to TB 16, so that only manual-updaters can get it.

I went through the patcher config and Tb has two versions that Firefox doesn't (11.0.1, 12.0.1), and doesn't have 13.0.2 or 14.0.1

I had to land a bustage fix for syntax, there was an extra comma.
