Works for me with same configuration. Can you please answer Matti's questions and provide steps to reproduce if it's indeed an issue?

Can you plese provide the exact twitter link you reproduced this issue with?

Twitter leads you to links with # many times and those links don't get reloaded with keyboard shortcuts in any browsers I tried(IE, Opera, Chrome, Firefox).

Same here. Twitter is eating F5. js shouldn't prevent control keys from bubbling up.

Greasemonkey script specifically designed to return F5 to twitter, proving it is actually happening: http://userscripts.org/scripts/show/152402

I'd hunt down the Twitter function that's being bad, but I can't make heads or tails of the minified scripts they have.

this is a dupe of bug 380637 in case it's twitter overriding the keyboard

"F5" now works properly in Twitter as of Firefox 24.0 (Build identifier: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:24.0) Gecko/20100101 Firefox/24.0; also works on Windows). I'm pretty sure that it didn't work in 23.0, because this is something that used to **** me off, and I think I would've noticed if it got fixed earlier.
