Our method of configuring bouncer isn't as good as it could be. Let's fix it.
Also fix problem with INC constant.

Because the configuration file is used in the existing tests to configure the tests, we need a system that can be overridden for testing purposes. Since constants cannot be overridden in PHP, we need a different system.

Jake, how important is this bug to you? If it's not important, I'll close it as WONTFIX.
I'm happy with the current setup for this, no need to spend time making something new. :)
