plugin downloads (its jvm from netscape), installs,
exit and retart, still need plugin

Steps to Reproduce:
1.go to http://www.javasoft.com
2.click on get plugin
3.retart
still need plugin

Actual Results:  plugin not installed correctly

Expected Results:  installed and working plugin
dup of 79507..which again is a dup of some other bug...
