User Agent: Mozilla/5.0 (Windows NT 6.1; rv:15.0) Gecko/20100101 Firefox/15.0.1 Build ID: 20120905151427 Steps to reproduce: Press ctrl-n. And then I clicked on the File menu and the selected the item called "New Window Ctrl+N" Actual results: A new tab opened when I pressed Ctrl+N. A new window opened when I clicked the menu item Expected results: I expected a new window open, as Firefox has done in the past, for both actions. Note in Options>Tabs I have selected "Open new windows in a new tab instead". If this option is not selected then Ctrl+N opens a new window. At very least, the menu item and the keyboard shortcut shown next to the menu item MUST do the same thing.

Could not recreate in Safe Mode. But I cannot recreate it now in normal mode either. Restarting the browser appears to have fixed it, so it's probably an internal state issue (I often run Firefox for several weeks). With no recreate scenario you'll probably want cancel the bug. If I find a reliable way to recreate I can reopen or submit a new bug.
