80104 - Add text to Congratulations window of Account Wizard for user to verify information is correct

Usability issue: we want ask users to verify the information on the 
Congratulations window of the Account Wizard for their newly set up account is 
correct before finishing.  Jennifer will spec the exact wording of the text to 
be added.

localization permission.  Probably 1 string addition for this bug.

I was thinking we would add that line to what we have, not replace it.

Robin, Kevin, my thought was that adding the text vs replacing it will make it 
more wording and then people won't read ANY of it.

The top of the dialog says "Congratulations" plus the bottom of the dialog says 
"click Finish to save these settings and exit the account wizard".  I think that 
is enough to make it obvious to users that the process is complete.
