bmm: live-build not adjusting time at boot with ntpdate

Details
Since the network is being brought up in the initramfs live-boot scripts, the typical ntpdate onboot scripts aren't being triggered like they would if it was brought up by upstart. For logging purposes (and others) this should be set to trigger as soon as net comes up or at least when root fs pivots.

I added a ntpdate call in upstart that gets triggered on the startup event. I also moved the mobile-init.sh call from rc.local its own upstart conf so it triggers after rsyslog and ntpdate are started.
