Update to Firfox V 16.0.1 (OS/X 10.7.5)
then
Go to this URL: http://www.mozilla.org/en-US/firefox/new/
(or, so far, in my experience, any other place where you can download a file. First noticed with very small 2K zip file)
Do whatever it takes to get the "save file" dialog, and accept.
Wait a minute or so for the download bar to make it to the right end
Note that the completion bar stays solid blue, that the message stays "A few seconds remain -- ..." that the downloaded size matches the specified size and that the pause and close widgets do nothing
Note that right-click|show in Finder works and that the file appears to be complete
Note that the "Clear List" button does work

I can't reproduce this in Nightly on Windows 7.
Could the problem be with the virus scan?

I did think about virus scanning, configured this option:
browser.download.manager.scanWhenDone;false
and configured my avast! AV to not look at the downloads directory (temporarily).
Neither thing helped. However, some time, and after turning avast! back on for the downloads directory, I found that the problem had gone away while in Private Browsing mode, so double checked and found it also self-resolved in regular mode.
I'll mark this as fixed/worksforme
Sorry for the noise.
