Steps to reproduce:

In the media gallery, it is only possibile to upload and dlete images. If an image has been given a wrong name, the only way to correct it is to delete and upload it again.

this is true. not sure if renaming is a good idea because others may use the picture and renaming it will change the picture to invalid where it's being used.

Sorry, is there any plan to have this bug solved?
Andrew raises a good point in comment 1. When we rename an article, other articles that link to it also get updated with the new name. Can we do the same for renamed images?

If this right is granted to locale leaders only, I think it is enough to avoid messing up with image names. (See also Bug 721433)
