Mozilla/5.0 (Windows NT 6.1; WOW64; rv:19.0) Gecko/19.0 Firefox/19.0

Steps to reproduce:
1.Go to MP and open "pixelJET" app

Expected results:
A "Free" , disabled button should be displayed.

Actual results:
No "Free" button available

The issue seems to be that the app chose "public but waiting" and then clicked "Publicize" in the manage status page. The publicize code doesn't correctly update the file status so we end up with an app status of PUBLIC but a file status of PUBLIC_WAITING and the buttons think there is no valid version available.

So the fix is to fix the publicize code to handle this.

Manually fixed on dev as well.

The code was to prevent this from happening in the future. We manually fixed the two apps this happened to on -dev and -prod.
