if the update notification is downloading or paused or failed, a new update notification should overwrite the existing entry.   It currently just adds another row, which seems confusing.

Repro:
1) install 10-15-2012 unagi nightly build
** Gaia: 589c7f8f7df88766f7a5fa944f6bb05eef04b8c3
** Gecko: 1ec4bdea9de7c0567810fd09cb55b02304b3186d
2) settings > Device information > Software Updates > tap "Check Now"
3) Apply the system update, and watch the progress meter progress
4) Kill Wifi, to stop the update connection
5) enable wifi again
6) Check for force updates again, and it will find the update
7) Once update is found, pull down the notification window
8) Verify the new update found does not replace the failed update status earlier

Expected:
- replace the failed update notification, to avoid confusion.  A user might wonder why it didnt recover, but instead need to add another update

- 2 update entries
