This feature is mandatory and we have to implement this feature for MMS in Gaia.

We need UX support to provide layout for creation mode settings and related flow for each mode.

Here is some brief introduction for MMS creation mode:
MMS creation mode — Select Restricted to have your device prevent you from including content in multimedia messages that may not be supported by the network or the receiving device. To receive warnings about including such content, select Guided. To create a multimedia message with no restrictions on attachment type, select Free. If you select Restricted, creating multimedia presentations is not possible.

The UX implications of each creation mode:

   * restricted = blocks the user from attempting to send a MMS over set message size limits.
   * free = MMS message is sent regardless of message size limits.  User is not prompted or warned.
   * warning = warns user when attempting to send MMS over a set message size.  User still is given the option to send anyways.

Currently the UX is specified to work in restricted mode only.   

Flagging product to see if we should have a carrier modifiable pref or user facing pref to set creation modes.

We won't fix this completely. Instead we implement a balance that keeps a good user experience whille not blocking him.
