The Related Articles block can contain any type of articles, including templates. As nobody want to restrict this block to articles of the same category (How-to and Troubleshooting are considered as a single category) (see bug 794114), remove ability to vote on templates. They pollute the unhelpful doc dashboard: https://support.mozilla.org/contributors/unhelpful
