As a user, once I confirm an app's installation, if that app requires a download in order to complete installation, and that download subsequently fails due to a connection error (whether caused by system or user), I want to be informed of that failure, so that I am aware that the installation failed to complete, understand why, and have a sense of how to fix the problem.
