Bug 703100 didn't really cause this, but it does make it more consistent; previously, such a ligature might have worked, or might not, depending on details of the order in which words are encountered (for caching purposes) in the text. Even within the same page, it could behave inconsistently due to pre-existing cache entries. Now, such a ligature will never work, because we consistently shape each word in isolation.
