Check tab count instead of Gecko:Ready for showing tabs tray

We have a check for Gecko:Ready to prevent the tabs tray from being opened before there are any tabs. What we really care about, though, is how many tabs we have. Changing this check allows us to use the tabs tray immediately at startup (unless we're doing a session restore).
