I ran maps but then gave up and opened twitter, periodically I still kept getting maps asking to use geolocation. This is really confusing

Well I think there might be some other issue here. An app should never be able to ask permission for something when it is in the background

Yup. I filed bug 804621 and raised that on the nom list.
