Nothing happens when you click "back to top." Links work fine in 4.76 and IE
5.0. I will attach the style sheet separately in case it's related to that.

This is invalid. "top" is not defined and therefore clicking <a href="#top">...</a> does nothing. You can use an empty name instead, i.e. <a href="#">...</a>.
