The code at http://hg.mozilla.org/mozilla-central/annotate/cf1bbed46731/browser/base/content/browser-plugins.js#l76 checks if the area inside a plugin element (<object>,<embed>) is too small to display a message there (like click here to activate plugin or similar). Bug 446693 has been fixed a while ago, so the workaround can be removed.
Oops, I can't type, and pointed a backout for bug 903543 at this bug.

We're in the process of removing support for plugins (bug 1677160), so I think this bug is irrelevant now.
