Bug 787449 makes it possible to only build a subset of products per push. We'd like to enable this on branches like m-c, but that complicates choosing which revision to use for nightly builds.

I believe we can extend the existing algorithm to say that if r1 on platform P is green, it can be considered green on r2 as well if P was never built for r2 because of product exclusions.
