The tests from browser/metro/base/tests are currently run as part of the mochitest-browser-chrome suite, which runs in the non-Metro (desktop) browser.  Because of that, desktop browser-chrome is currently orange on Elm.

We need to separate these tests and run them only in the Metro browser.

Since the "metro-chrome" and "browser-chrome" tests can never run in the same session, I thought it was best to split them into a completely separate root directory.

We should probably roll these changes into bug 771271 so when we seek reviews there, we land this all at once. Ted's review can probably wait until those reviews get kicked off, which will happen pretty soon.
