Assuming we can auto setup the APN for a given SIM card, we should have the data connection toggled on by default.  

We can confirm with partners if there are any issues with this for launch.  But for now (at the minimum for dogfooding), we should have this toggled on.

Product/UX/Engr are aligned here.
This is a dup. I already filed it. We need to improve APN auto config. Thats not very reliable. Should be easy for the launch OBs, but pretty hard in general.

yeah, the combination of "data connection off" and this network autoconfig acting in the background is a really bad user experience.  I've spent the whole afternoon playing with this and its still not clear to me what was going on, with first it not working after trying many things, and now it works...  the att service person was also confused.

if we have auto config trying things we should have ui that tells user something like "trying these settings", and I'm pretty sure that we really do need the "custom settings" to turn off auto config attempts and stick some settings in for advanced users and support providers that do know what they are doing.   this stuff is just to hard to get right all the time given the number of providers and services and dyanmic changes to the networks out there.

kaze made the point in another bug that toggling on data connection by default could get expensive for users, but a data plan is the whole point of smartphones over feature phones.  we have to assume users want data when they make the choice, and can learn (or be taught) to turn off the data plan in certain situations. 

there are good usability challenges there.
