Wraithan altered solitude to use pip. I don't think the version on -dev uses a venv and pip, it doesn't have a venv to run solitude from anyway. I couldn't spot the update script we use, there's this one: https://github.com/mozilla/solitude/blob/master/bin/update_site.py

This is blocking us from building the pay flow because we are talking to solitude for PIN interaction and it's a 500 on -dev. Can we up the priority?
