The character set menu caches the recently seen character sets. However since bug 799917 character sets will be cached in lower case, although people with existing profiles will have canonical character set names in the cache, thus making it possible for duplicate items to appear in the menu.

This doesn't affect character set names such as windows-1252 that are already lower case, but it does affect UTF-8 and ISO-8859-1 for instance.

Closing as that other bug was never fixed.
