refused the hidden number
refused a full number
refused flange number starting with the number eg 089

with possibility of choosing a notification call rejected or not

Let me add a layer of explanation after discussing this issue over irc.

This is a request for feature covering the addition of a system of blacklisting for phone numbers (including voice, sms, mms). The typical scenario is to block a repeat phone spammer, or to ensure that some phone remains available for professional purposes (e.g. a phone used as a beeper and that can only be called from an hospital).

Some possible options:
* Reject all calls (not sure why).
* Reject all calls on numbers that are not on some whitelist.
* Reject all calls with hidden numbers.
* Reject calls from numbers appearing in some blacklist.
* Reject calls from numbers with some prefix.
* Choose whether to be notified of rejected calls.
* Choose whether rejected phone callers can leave voice messages.

This bug hasn't been fixed yet but we've been moving ahead on doing so in bug 970827 so I'm duplicating this one against it.
