Setting the Passcode Lock setting with a code, did not persist after updating over the air.  This is tested from a stable unagi 10-18 -> 10-23 build.

NOte: workaround is to disable and re-enable the passcode lock checkbox after updating.  You'll have to reset your code, and then it takes effect then.

Repro:
1) install 10-18 stable unagi nightly
2) Settings > Phone Lock > Enable Passcode Lock.  Set a code that works 
3) update OTA to 10-23 stable unagi nightly
* BuildID=20121023173158
4) Apply update, and toggling the power button will not display the phone lock screen after unlocking the lockscreen.

Expected:
- Passcode lock was enabled, and should persist and appear after updating.

Actual:
- Passcode lock screen is not present, even though the Settings App
