805099 - Give one point for review moderation

As part of Marketplace reviewer incentives, we'd like to also reward one point for each add-on or app review that is moderated. One point should be given for each review that has been marked either "keep review" or "delete review". No points should be given for "skip for now".

Yes that makes sense as it actually will shorten the queue. And will sweeten the tedium.

It would be nice if this were added as "5 Moderated Reviews +5" rather than "Moderated Review +1" 5 times, when someone submits a form with 5 moderated reviews.

I'd probably still log the points records individually, but we could perhaps get fancy with our "Recent Points" query to collapse similar types together.

* Moderate some reviews
* Confirm both deleting and approving award points
* Confirm skipping does not award points
