For v1, users will choose to fetch/download images on a per message basis when viewing email. We will not support this global option to always/never display images. (This is the current implemented behavior so removing the setting toggle will ultimately save us work.)

Verified with Unagi, build 20121231070201 There is no "always show images" option in email settings.
