Steps to Reproduce:
1. Close all NS 4.x windows.
2. Startup Mozilla and go to a URL, say http://bugzilla.mozilla.org/
3. Startup Netscape 4.x.
4. In Mozilla, drag the Bookmark icon in the URL bar and drop the icon in
Netscape 4.x window.

Actual Results:  Netscape will not load the page but search it in
keyword.netscape.com

To repeat the bug, you have to close NS and start it up again.
Bug still happens on Win32 build 2001061610.

This is a NS4 bug I think, because the same happens when dragging an URL 
directly from Internet Explorer.
